BOARD MEETING MINUTES - WEDNESDAY, JULY 13, 2016 – BROOKS RANCH RESTAURANT, 4131 S. CHESTNUT AVE., FRESNO, CA.

Meeting called to order at 6:36 pm  by President, Danny Martin
Present

President Danny Martin welcomed everyone. Self introductions were made.

Drawing for Trailer – By Danny Maetin

   Our Chapter had sent out a notice to our members related to the sale of our old backflow trailer. We requested that anyone interested, were to send in their information for a drawing to be held at the July 13th meeting. Two members, Tim Bakman(Bakman Water Company) and Glenn Randall(Dirty Ernies Landscaping) were the only people interested in the trailer. The price for the trailer drawing winner would be $1,000.00. A guest drew the winning name out of a container. The winner was Tim Bakman. Congratulations to Bakman Water Company for being the recipient of the backflow trailer. Thank you also to Glenn Randall for making it a two way fight for the trailer.

The minutes from the May 11, 2016 Board Meeting were distributed. A motion was made by David Weisser to approve the May 11, 2016 Board meeting minutes. It was seconded by Drek Beardsley and the motion was approved.

Treasurer’s Report by Drek Beardsley
   The July 13th Financial Statement was distributed to those in attendance. A motion was made by Mike McKeever to approve the July 13, 2016 financial report. It was seconded by David Weisser and the motion was approved.

   The following bills were submitted for payment:
      Terry Schneider- Class Coordinator Fees from September 2014      $450.00
          “       “         - Stamps for Mailing                $    9.40

   A motion to pay the bills was made by Drek Beardsley. It was seconded by Glenn Randall and the motion was approved.

Sunshine- by Terry Schneider
   Terry reported that long time member Joe McGuire of Merced County Water Conditioning passed away in February of this year. Also, Tom Ayers recently had a triple bypass operation. Terry talked
   to his daughter on Monday and she stated that he was doing pretty well. She said he might go home Friday or on the weekend.

Old Business -
   Drawing For Trailer- See previous account as it was done prior to any other business being conducted.

   Refresher Course- A three evening refresher workshop will be held on August 2, 3 and 4, 2016 at the Fresno City Water Corporation Yard. The ABPA exam will be at that location on Friday, Aug. 5th at 8:00 am. AWWA exam will be on Saturday, August 6th at the same location at 8:00 am.

New Business –
   Western Regional Conference- The conference is scheduled to be held at The Orleans Hotel and Conference Center on September 26th and 27th. A flyer with all the information should be coming out soon. It appears that three of our members are planning on attending; Danny Martin, Terry Schneider and Charlie Magana.

   Silent Auction- Terry Schneider is going to again coordinate the Silent Auction at the Western Regional Conference. Our Chapter will again donate a Vendors Raffle Item and a Silent Auction Item. David Weisser made a motion to increase the amount spent on the Vendor Raffle Item to $150.00, up from $100.00. Tim Bakman seconded the motion and it was approved.

   Tom Ayers Get Well- Terry brought a card to the meeting for everyone present to sign. Tim Bakman volunteered to donate a potted plant or floral arrangement to Tom and to send the card with the flowers to Tom at his home in Corcoran. Our Chapter thanks you Tim.

                 AWWA- There was some discussion related to some very specific test site requirements that
are being imposed at all examination sites. We feel that we will have no problems complying because we have been following the proposal for years. Mike McKeever, our instructor and Joel Fedor the assistant instructor will follow up on their request.

Proctor Training- The same problem has again occurred related to Proctor Certification. Several people completed a Proctor training Course held in Madera a couple of months ago and have not heard from ABPA as to whether they passed or failed. Proctors are in high demand and we need to get new ones in the mix as soon as possible. The instructor, Jim Purzycki stated he sent the test package to Mike Ahlee, the Certification Administrator. Mike has not responded yet. Terry will email Mike to see where the certificates are.

September Meeting – The next Chapter meeting will be at Brooks Ranch on Wednesday, September 14, 2016. That is on S. Chestnut and Highway “99”. 6:30 pm.

There being no further business, the meeting was adjourned at 7:35 pm.

The 2016 Western Regional Backflow Conference returns to The Orleans Hotel and Casino, Las Vegas, Nevada on September 26-27, 2016, with two days of educational programming for backflow professionals, pre-, and post-conference opportunities, and an industry trade show.

Robert Julian Munoz
April 13, 1946 - June 3, 2016
Obituary

Robert "Bob" Munoz died at 70 years old peacefully in his sleep at home in Hanford, CA on June 3, 2016.
Born in Hanford, CA to Vincent and Bridget Munoz on April 13, 1946, Bob learned at a young age the value of hard work, perseverance and a kind heart.
He met his wife Jessie Gonzales at a dance in Riverdale, CA in 1964, they married on August 6, 1966 and it marked the beginning for an incredible almost 50 year marriage.
In 1966 Bob took a full-time job at Sears by day and a part-time job at a liquor store by night until he landed a job as a laborer/plumber at Lemoore Naval Air Station in 1968. In 1987, fate took Bob to a job at the California Dept. of Corrections, as a plumber/supervisor where he spent over 14 years until he retired in 2001. He was a motivated individual and started up a business, R & R backflow, testing and repair, where he worked hard to build a successful clientele until his body told him that enough was enough on April 22, 2016.
Because of his kind heart and giving personality, Bob had friends, friends and more friends; Bob's passions were his family, work and helping others.
Bab was an active member of the Knights of Columbus for 23 years in addition to serving as a Grand Knight.
Bob is survived by his wife Jessie, two sons Brad (Suzanne) Munoz, Robert (Margarita) Munoz, his grandchildren Dominic, Tamara, Savannah, Julianna, Karina, Jordyn and Christopher. His brother Richard (Kim) Munoz, sister Gloria Green and many, many family members.
Bob was cared for tenderly and lovingly by his wife, family and friends in the last year of his life.
Bob was a proud husband, father and grandfather; he was a selfless man who enjoyed working hard to provide for his family. He will be dearly missed by his family and many friends.
There will be a visitation held on Friday, June 10, 2016 from 9:00-10:00 am; a Rosary at 10:00 am, with a Funeral Mass following at St. Brigid Catholic Church; 1000 N. Douty St., Hanford, CA followed by Burial at Hanford Cemetery; 10500 S. 10th Ave, Hanford, CA.

NOTICE

Dear Chapter Members:

Our Chapter recently purchased a new trailer to transport our class instructional equipment. We need to sell our original trailer which we have had for the last twenty years or so. It is enclosed and is 6 feet by 10 feet by 10 feet high, inside dimension.  It has a double rear door and a side man door. All doors are lockable. It has exterior running and marker lights, a spare tire and some interior racks. The racks can be removed if not needed.

We are asking $1,000.00 for it. We have the pink slip. We are offering this to our members first. If we have more than one person that is interested, we will put all of the name’s in a hat and draw the winning name at our July Board Meeting. The trailer can be seen at the City of Fowler. Contact Mr. David Weisser at 559-834-3113 x121 to look at it. We will inform the winner on the day after the July 13th Board Meeting. It can be paid for by cash, check or money order.

We are requesting that you submit your name by the 30th of June. You can call Terry Schneider at 559-978-5820 for details and questions.

The minutes from the March 9th, 2016 Board Meeting were distributed.
A motion was made by Drek Beardsley to approve the March Board meeting minutes. It was seconded by Tom Ayers and the motion was approved by the Board.

OLD BUSINESS

Tester and Specialist Courses by- Danny Martin and Joel Fedor
There were 8 Tester and 4 Specialist students enrolled in the congruently running 5 day short courses held in Madera. There were no problems. Mike McKeever provided Tester instruction and Joel Fedor provided the Specialist course instruction. The exams were held on Friday afternoon.

Trailer by- David Weisser
It was suggested that we ask $1,000.00 for the purchase of our old trailer and to send out a notice to our members to give them first crack at it. If we receive more than one person interested in purchasing it, we will hold a drawing at the July Board Meeting. Terry will create a notice to be e-mailed and mailed to our members. David Weisser said he would take some pictures that could be attached and will send them to Terry.

OLD BUSINESS- Continued

National Conference by- Danny Martin
Danny Martin attended the National Conference in San Diego on March 15 and 16. He again presented our concerns to the National Board of Directors and requested answers to those concerns. This is an ongoing problem, probably no quick fix. Danny and Bill Wong of the Hawaii Chapter administered the Silent Auction in Terry Schneider’s absence. There were not many attendees, but about the three year average.

NEW BUSINESS
   
Future Classes by- Terry Schneider
Terry reiterated the approved test dates for 2016: Friday, April 8th-ABPA, Saturday April 9th-AWWA, Friday, August 5th-ABPA, Saturday, August 6th-AWWA, Friday, December 9th-ABPA, Saturday, December 10th-AWWA. All tests to be at the Fresno City Water Corporation Yard at 8:00 am on the dates shown. Terry will create a three evening Tester Refresher notice for a course on August 2, 3 and 4 that Dave can place on our web site page. Terry will also check with Ron Simons at the City of Fresno to reserve the class room and wet lab areas for the three nights.

New National Association Managing Company-by Danny Martin
An email received on May 9th informed us of the National Boards selection of a new Management Company for all business that ABPA conducts, including finances, certification, membership and other business operations. AMG has been providing this service for years and was considered as one of the viable companies under consideration. That company was administered by Roy and Shane Dillard. The new company is Association Resources based out of West Hartford, Connecticut. There will be a short transition period (about a month) between the two firms. We have a few disgruntled Chapter Members who want to disband as an ABPA Chapter and reinvent ourselves as some other entity ie; “Central Valley Backflow Education Association” or something similar. There was discussion among those in attendance regarding this subject. It was the general consensus that due to some discussions and recent statements by some key National Association people and our duty to provide instruction in the Central Valley, that we stay affiliated with ABPA. We need to give the new management company time to correct some deficiencies and get a handle on what this Association and the Chapter do. It was decided that we table our pursuit of this matter until January 2017. At our next Board Meeting we will discuss drafting an informative letter to the new management company related to our concerns and how they perceive reinstituting our IRS status.

New Association - Continued
It is the Boards desire to get this done ASAP and to spend as little as possible to get it done. Again, thinking that this was not our fault and National has a part in this. It was stated that anyone that is not happy with the decisions made at our Chapter meetings, always have the option of not being a member of the Chapter or ABPA. We recently heard that the newsletter and quarterly magazine will be discussed and reinstituted very soon. Those items are necessary as some incentive to get prospective persons to join ABPA and our Chapter.

July Meeting
The next Board Meeting will be on July 13th at Brooks Ranch Restaurant in Fresno (’99 and S. Chestnut Aves). President Martin will arrange the meeting date.

Proctor training course will be held on Saturday, June 4th at the City of Madera Corporation Yard. The class will be held from 8:00 am to approximately 4:30 pm. The Chapter will provide refreshments and box lunches for those attending. A Proctor Application is also attached. We are in dire need of proctors in the Central Valley. If we want to continue providing training and examination sites locally, we have to have more local proctors! There is no fee for this class! If you happen to run across an old application indicating a $25.00 fee, DISREGARD the FEE! Send the Proctor Application to the ABPA National Office in Bryan, TX.. If you are truly interested, please contact Terry Schneider at 559 978-5820 or Mike Ahlee at 619 977-1568 by May 25th at the latest. Also, the application must be received by the National Office by that date in order to verify information and the number of applicants that will be attending. We hope to have 10 or 12 applicants attend this training from our Chapter! Again, contact Mike or myself if you have questions.
